The 11th Lisbon Legal Forum will be held from June 26 to 28 in the Portuguese capital. The intention is to discuss challenges, visions and different applications of technologies as a strategic governance factor to generate knowledge and innovation, in order to achieve improvements in society’s quality of life. The event will bring together academics, legal experts, public officials and representatives of organized civil society from Brazil and Europe to debate governance and digital constitutionalism.
The purpose of this edition is to provide an overview of the relationship between key aspects of public management and democracy, as well as digital principles, platforms, methodologies, processes and technologies. By exploring cross-cutting themes, the idea is to seek greater understanding of socioeconomic impacts generated by technological advances together with social changes.
The opening remarks will be given by the president of the Portuguese Parliament, Augusto Santos Silva; the speaker of the Brazilian House of Representatives, Arthur Lira; Justice Gilmar Mendes of Brazil’s Federal Supreme Court; the dean of the University of Lisbon Law School, Paula Vaz Freire; the scientific coordinator of the Public Law Research Center and a senior legal advisor to the presidency of the Council of Ministers of Portugal, Carlos Blanco de Morais; the president of Fundação Getulio Vargas, Carlos Ivan Simonsen Leal; and the president of the Brazilian Bar Association, José Alberto Simonetti.
There will also be talks by Brazilian ministers Fernando Haddad (finance), Flávio Dino (justice and public security), Simone Tebet (planning and budgeting), Camilo Santana (education), José Múcio Monteiro(defense), Daniela Carneiro (tourism), Márcio França (ports and airports) and Jader Barbalho Filho (cities). In addition to Gilmar Mendes, there will be talks by another Federal Supreme Court justice, André Mendonça, as well as lawyer Cristiano Zanin, who has been nominated to fill the vacancy left by the recently retired Ricardo Lewandowski.
FGV Knowledge’s Center for Judicial Innovation, Administration and Research (FGV CIAPJ) will be present at the three-day forum, to share the research its academics have carried out. Justice Luis Felipe Salomão of Brazil’s Superior Court of Appeals, who is also head of internal affairs at the National Justice Council and coordinator of FGV CIAPJ, will take part in a panel discussion called Public Policies for Digital Inclusion and Digitization of Relations Between the Government and Citizens. There will also be a roundtable discussion titled A New Era of Legal Research – Data on How the Brazilian Judiciary Makes Decisions, in which Judge Elton Leme of the Rio de Janeiro State Court of Appeals, who is also the deputy coordinator of FGV CIAPJ, together with Brazilian federal judge Caroline Tauk, who is also the center’s academic coordinator, will present new studies conducted by FGV CIAPJ.
The closing remarks will be made by the president of Portugal, Marcelo Rebelo de Sousa, the vice president of Brazil, Geraldo Alckmin, and the president of the Brazilian Senate and Congress, Rodrigo Pacheco.
For the first time, this edition of the Lisbon Legal Forum will offset its carbon emissions with carbon credits from forest conservation projects in the Amazon, through a partnership with the Future Carbon Group. This will make the event carbon neutral, in line with its commitment to the ESG agenda.
The forum is a free event that takes place annually in order to debate major issues involving contemporary law. It is organized by Fundação Getulio Vargas, the Institute of Legal and Political Sciences at the University of Lisbon Law School, the Brazilian Institute for Education, Development and Research and the Brazil-Europe Integration Forum.
